This picture is absolutely beautiful! You really captured Fluttershy's grace and gentleness with the soft colors that you used. It has a nice childish feel to it as well, kind of like a crayon drawing.
As for things you could improve on, I think her ear is a little big for her head. It's not too big, but it could be smaller. Also, her back legs seem rather thin, but I would be careful if you were to try fattening them up.
Occasionally, the lighting and shadows in this picture are confusing to me, as there doesn't seem to be any definte light sources.
Overall, I believe that this is a great work of art, and it truly shows the essence of winter and Christmas.
I like the lines on Fluttershy a lot. The right eye seems too far to the side of the head, maybe should be closer to the other eye? It looks a little detached. I think you should use the same line style for the background too, that would look better.

So... It looks really good at the first sight. The pony seems to be well drawn and the overall drawing is a kind of artistic experiment, very original experiment. I like Fluttershy's body and it's flow, with the pose that makes her very beautiful. The plant on her ear and the ribbons on her hooves are very nice addition to the pony. I also like the way you made the hair, but not the hair themselves. They are pretty fancy, but also very very cut. She looks bald and I'm not used to this "Fluttershy". Fluttershy's hair have a volume and I like them. However, I understand it's just an experimentation.
Now about the background. It's very simple and the more you stare at it, the worse it becomes. I don't like the snow effect on the hill and the trees, but it contrasts with the lightness of the picture, so it doesn't look so bad all in all.
One thing more - the lightness. It's almost impossible to look at it without sunglasses, especially at night. It makes the picture colder and the viewer blinder and is definitely overdone, but it's still an experimentation.
To sum up, I like this picture. It's simple in some parts, but it's an artistic experimentation and I like it. It captures the climate of winter well and the beauty of Fluttershy.
